If an individual was married in Delaware and wants a divorce, can he file for divorce through the Quebec courts?

The only condition for filing for a divorce in Quebec is the habitual one (1) year residency in said province. If the individual has been living in Quebec for that one year period, he or she can file for divorce in Quebec no matter where they were married. Please note that this does not necessarily mean that said divorce will be recognized in the state where the couple was married.
