Can divorce be finished without final custody agreement?

Hello, I am dating a man from Quebec. He states that he is divorced but he is still seeing lawyers and mediators about child custody including the schedule and child support. Can divorce be finished without final custody agreement? I have not seen his divorce decree. Is he truly divorced? Thank you.

It is not possible to know for sure if someone is divorced without confirming his or her legal status. However, it is very normal for a divorced person with children to have to deal regularly or repeatedly with lawyers concerning custody and/or child support as these issues are ongoing and are never completely settled post-divorce.
